In October 2014, Cunnane Town Planning successfully secured prior approval for a change of use from offices to residential after appealing against the decision made by the London Borough of Richmond upon Thames to refuse permitted development rights, because of a lack of on-site parking. This appeal is one of a growing number of challenges against LPA’s taking overly-strict approaches to car parking standards in an attempt to resist the loss of office floorspace. The Inspector maintained the position set out in the National Planning Policy Framework (NPPF), concluding that development should only be refused or prevented on transport ground if the impact was severe.
