In Hamilton Road, Twickenham, an appeal against refusal of permission for the development of a turn-of-the-century electricity generating station to provide refurbished office space and largely new-build residential units has been upgraded by the Planning Inspectorate to a public inquiry. The site includes a group of three buildings, within a conservation area, defined by the local authority as being of Townscape Merit. One of the group is to be retained, one rebuilt to accommodate modern ceiling height requirements but retaining the original architectural character and appearance and the third demolished in favour of a new residential building. The local authority had agreed to the appellant’s proposal to have the appeal determined by the written procedure but the Inspectorate has imposed an inquiry following receipt of the written statements from both parties. The procedure has been changed “due to the extent of the statements, MP concerns, a lot of third party letters and the complexity of the evidence.”
