Cunnane Town Planning undertook virtually all appeal work for the Royal Borough of Windsor and Maidenhead for a period of about 4 years, enabling them to recover from a position of considerable pressure to one where they were again able to handle their appeals workload in-house. Woolley Hall, Littlewick Green
Cunnane Town Planning were instructed by the Royal Borough to present evidence at a ‘call-in’ public inquiry to support the intended grant of permission for 10181sqm of replacement Class B1 floorspace in the grounds of this Grade II listed building in the green belt; and also to oppose three alternative proposals for a similar amount of residential floorspace within a fixed envelope. Further appeals concerned the conversion of the listed building into flats.
At a 4-day inquiry all parties agreed that the schemes should be considered as though this were a Major Developed Site. The relatively compact office scheme would improve the setting of the listed building through the clearance of old and unattractive existing offices and the restoration of historic gardens. In granting permission the Secretary of State agreed that this would constitute very special circumstances. In contrast the residential scheme would sprawl across the site, harming the green belt. Extensive facilities analysis by CTP also showed that the scheme would be entirely unsustainable in this rural location and contrary to national guidance, notwithstanding the greater traffic generation of the office scheme.
